Pay a vendor, a city such as Pune, PCMC, or Mumbai, or a reference such as Amit. The rate sits next to the name. The total is that rate times the number of cases.

   A requester picks the name, enters cases, and writes the reason.

2. 2. Rate

   A new name can be added with a starting rate. Only an admin can change a rate later, and only for new requests.

3. 3. Close

   An admin or a cashier marks it done with a receipt, or rejects it. A done row stays as it was saved.
